A new European counterterrorism strategy

The European Union announced a new European counterterrorism strategy yesterday. Stories here from Deutsche Welle, the IHT, and UPI. The main angle of the reportage is not the content of the strategy, but the level of disagreement between the UK on one hand and France and Germany on the other about how much to do – and arguably, about the nature of the threat. And the real test of Europe’s seriousness will be whether they follow up words with actions (and real funding). On balance, this is a positive step in the direction of Europe becoming a stronger partner to the U.S. in counter-terrorism and homeland security.
