DHS released new guidelines (pdf, 203 pages) for state homeland security grants in the last week.
The new guidelines do a good job at clarifying two persistent questions that have been somewhat opaque in prior guidelines:
– What types of spending are allowed under the various grant programs?
– And what is the relationship of the various grant programs to one another?
There are detailed charts in the appendices that provide precise answers to these questions.
Also, the guidelines are notable for their close alignment with the National Response Plan (NRP) and the National Incident Management System (NIMS).
