New MPI report on countering terrorist mobility

The Migration Policy Institute released a report today authored by Susan Ginsburg, former Senior Counsel for the 9/11 Commission. The report is entitled “Countering Terrorist Mobility: Shaping an Operational Strategy” and it makes a powerful case for moving beyond a static notion of defensive border security to a more dynamic and global perspective, one that integrates activities such as border control, intelligence, document fraud detection, disruption of groups and syndicates that facilitate illegal movement, and activities to constrain terrorist mobility within the United States. Ginsburg articulates the need for a national strategy to counter terrorist mobility and puts forth a number of practical recommendations about how to improve the government’s capabilities to deal with these challenges.

Overall, an excellent report: one that is definitely worth reading and deserves careful consideration in the key federal agencies responsible for terrorist mobility and in Congress.
