Richmond buys seismic equipment with homeland security funds

Why is the city of Richmond, VA buying a seismic monitoring station for $30,000 with federal homeland security grant funds?

In California, Washington, Alaska or the New Madrid fault area, sure. But Richmond is hundreds of miles away from any real seismic activity:

This seems like a clear waste of federal homeland security dollars, akin to the idea of North Dakota getting a tsunami warning system. The grant funds should be rescinded.
