From a press release on the OMB website today:

Today, OMB Director Rob Portman announced the selection of Mr. Michael D. Bopp as Associate Director for General Government Programs. “I am pleased Michael will be joining OMB as a key member of our senior policy team. He will bring a strong commitment to public service and policy expertise to the job, which will be instrumental to effective budget management and oversight.”

Mr. Bopp joins OMB from the U.S. Senate Committee on Homeland Security and Governmental Affairs, where he served since January, 2003, as majority staff director and chief counsel. During his tenure, he helped manage one of the largest committees in the Senate and handled key legislation on intelligence reform, emergency preparedness and Hurricane Katrina response, homeland security, and Federal procurement policy. In addition, he assisted Chairman Susan Collins in her personal office as Legislative Director and General Counsel from January, 1999 to January, 2003.
