CRS on the Terrorist Finance SWIFT program

The Congressional Research Service (CRS) published a new report on the Terrorist Finance Tracking Program and its relation to SWIFT, as revealed by the New York Times a couple of weeks ago. It’s available on the FAS website:

The report provides a useful summary of the policy & legal context in which the program operates.
