The only real analysis of citizen involvement and preparedness since 9/11 the study documented the need to work hard on individual and family preparedness and reject the old civil defense paradigms that were rejected by the public largely because strategic doctrine had shifted to mutual assured destruction (MAD). Citizen Corps and CERT teams need better funding and organization but they are a good start.</description>
