		<description>Why is it that the Preparedness Directorate front office received $44M less than what they requested?  U/S Foresman and A/S Zitz are both savvy enough to know how to secure funding.  Is that a signal that they will indeed be merging with FEMA sometime in FY2007, per Congressional direction, and that there will be a reduced need for back-office functions in Preparedness?</description>
