		<description>Troubling that someone as knowledgeable as Steve Flynn would have a category described as Public Relations as opposed to Emergency Public Information (a highly technical area including issuance of PAR's {protective action recommendations)) to the public. Also, NRC recently issued new comprehensive proposed security regulations for comment in the Federal Register.</description>
