		<description>I think it is time that another specific appropriation act be developed. It would aggregate and distribute IT appropriations for all departments and agencies. It could also have a classified annex. Just as the budget codes are obsolete, such as 800 for general government and 045 for state and local government, IT could lead the way for budget reform and development of the so-called infrastructure investment budget so many policy makers have called for. R&#38;D for IT and cyber security should also be included in this government-wide appropriation. A special IT procurement corps could leverage the Fort Lesley McNair IT university for government wide application. There are some estimates that DHS has spent almost $25B destroying legacy systems inherited from predecessor organizations and trying (but generally failing) to establish new ones to replace them. This is outrageous. Also Congress should create a new Joint Committee on IT just as it once did for Defense Production.</description>
