The real threat is from agencies like the “Department of Homeland Security”. The Police State in all it’s manifestations is the Enemy of The People. If you all want to catch any Terrorists, just arrest the Mass Murderers in the White House. In the meantime, read up on the 10 basic Freedoms found in the Constitution. They are labeled the Bill of Rights.

This is an important report but like all analysis unlikely to result in Congress or anyone else paying attention. Maybe the forthcoming recession will reduce small boat deployments together with higher energy costs. I could argue that boats under 65 ft are the real threat for WMD.
