		<description>Interestingly, Obama instinctively seems to recognize that both President's Clinton and Bush failed to see the opportunity to come to grips with the creation of a National Security State that was incapable of protecting the United States from substate actors. A conventional war machine has demonstrated its inability to deal with the threats of the 21st Century. But perhaps one of OBAMA's key insights has been the the secrecy of the National Security apparatus does not protect us but threatens democracy. He must have read the late Senatory Daniel Patrick Moniyhan's book "Secrecy." Secrecy is inimical to democracy and the citizens right to know. Intentions and plans may need protection but not the failures, fraud, waste and abuse now protected by gross overclassification. Interestingly, the man trained as a single-seat fighter pilot, having to trust those he may not know for his own personal safety may also have insights into the dangers of the military-industrial-academic complex that so failed us on 9/11.</description>

		<description>I believe that Obama was interested in moving FEMA out of DHS but wasn't pushing for it nearly as hard as Hillary was.  IIRC, she proposed a bill in the Senate to do just this past year.

Regardless of what the candidates think, I would say pulling FEMA out of DHS isn't going to fix many of the problems we've seen in the past few years.  I'd also say that by removing FEMA from DHS, we start moving away from the all-hazards approach.  Just my opinion!
