		<description>I would be interested to know what the Secretary thinks about the adoption by other nations of the 'homeland security' concept, their willingness to make investments, change laws, refocus their law enforcement/security apparatus.  While much of what Chertoff has done internationally, and what has been discussed in the press, has focused on NATO/Europe efforts, commonly based on the threat to them from radical Islamic factions and immigrant populations, the 'layered defense' concept of homeland security for the US includes a broader swath of nations - for instance, border security in Mexico, port security in China, freight train security in Canada.  

An interesting off shoot of this question might be what types of cooperation and technology transfer is the US providing to nations that are facing their own (versus an extension of our) security threats, including maritime migration in the Mediterranean or west Africa, human smuggling in SE Asia or eastern Europe, counterfeit documentation (South America), etc.</description>
