		<description>Chertoff confirmed in January 2005, eight full months before Katrina and he argued did not know fully the National Response Plan and his duties. Question now for Congress, who in DHS has been trained on the NRF and current version of domestic response plans?  Do they know that the ARC (American Red Cross) in no longer in a position to assist in domestic response but FEMA has replaced them although not yet staffed or funded for it in ESF 6? Notices to over 1500 ARC HQ staff have been given and instead of a once powerful array of over 3200 local chapters now less than 300 and the ARC is in debt to the tune of $330M with no possible bailout before hurricane season opening June 1st. Hope you did not hear it here first.</description>
