Resiliency is not just protection against "business interruption' but full-scale reconstitution and recovery. An argument could be made successfully from my point of view that business in NYC has not yet recovered and may in its hubris, ego, and ignorance, never will with the same dynamism post-9/11, as an example. It was not helped by the same factors dominating in Washington that failed to see NYC as one of the key drive sprockets of the American economy. Follow the decline of NYC as the economic center of the world economy and of course the parallel decline of the American economy and its influence will be evident.
