Kelly's post on resilience, (paraphrasing: responding, and continuing on operationally after catastrophic events) and the first thing that came to mind was Hilary. If such considerations require further study and have a cost who should pay for that? Should there be a Manhattan Project type of approach to CIP (Critical Infrastructure Protection) and note that so far there is not real focus of resiliency upgrades on entire systems! Energy of course is just one arena, but without the production of electricity many other systems fail. Should the electric power distribution system subsidize stand-by generators for organizations providing critical community response to unplanned events? Special populations--nursing homes and schools? Good luck with your testimony!
