		<description>Both DHS and Defense have been reviewing a concept entitled &#039;fragility&#039;, which originally dealt with the fragileness of a bridge or span.  This concept applies to just about given system, and implies exactly what it states.

My partner, Allan McDougall, and myself, have written a  whitepaper on this very topic.  Resiliency interfaces with fragility in this regards, as we&#039;re dealing with the fragileness of capacity of a given system.
