		<description>We can always hope for synchronization. Perhaps both DOD and DHS should start with planning for 35% budget reductions over the 4 year period covered by teh QHSR? Just out of curiousity hope there was discussion at Carlisle of infrastructure that is &quot;dual use&quot; meaning both critical to domestic and military response! Reason, completely independent miltary systems are unlikely to prevail in budget arena in future. Beyond space that is!</description>
