		<description>In my thought both HSC and NSC must be separate and must report to the president, as competition would improve service. Hence security would be great, in case of emergency both can work together.

		<description>Whatever the organization the real question is how will the President-elect choose to have command and control or even advisors with appropriate experience in and over domestic crisis management!  It is very very clear that large-scaled domestic catastrophic events would not be capable of being handled by either the current NSC or HSC so perhaps nothing is lost or gained by merger. Interesting that no HS Advisor to the President has been named but the NS advisor has been. Step children ususally don't succeed without deep parental encouragement.</description>
