		<description>It would be great if rather than a FEMA in or out discussion the President would decide the role of DHS and FEMA in domestic civil crisis response and a domestic chain of command. This has never been done by a President and about time. After all the President is Commander-In-Chief of the Armed Forces but he is also the Chief Executive of the civil government. Let&#039;s keep military intervention as a last resort.</description>
