Congress is in recess. Secretary Napolitano has just finished a long road-trip. The President is finishing his road-trip in Turkey. The cherry blossoms peaked last week. With most of their target audience out-of-town, the think tanks have mostly stopped thinking (or at least talking). Washington D.C. events are at a minimum. In many regions, early April is the start of wildfire awareness campaigns. Destructive wildfires in Texas, California, and Virginia and have reinforced the threat. A recent scientific study predicts “more and larger wildfires.” (Wildfire Awareness Weeks tend to start early in Texas and New Mexico and later in California and the Pacific Northwest.)
