Rand Beers for NPPD Under Secretary

“President Barack Obama announced today his intent to nominate Rand Beers as U.S. Department of Homeland Security (DHS) Under Secretary for the National Protection and Programs Directorate (NPPD), the Department’s primary risk-reducing division. Beers will oversee five major offices in this role, including Cybersecurity and Communications (CS&C), Infrastructure Protection (IP), Intergovernmental Programs (IGP), Risk Management and Analysis (RMA) and US-VISIT.”  (See media release.)

Mr. Beers was the co-leader of the DHS Agency Review Team during the transition.  Until the Senate’s recent confirmation of Jane Holl Lute as Deputy Secretary he was “Acting” in that role.  Mr. Beers has a long career in counterterrorism.

Good choice and hopefully excellent choice. Note that NPPD was carved out of the Emergency Preparedness Directorate headed by George Foresman and then broken up with portions returned to FEMA by the PKEMA of 2006 (Post Katrina Emergency Management Reform Act of 2006). What was interesting about that transition is many of those within Foresman Directorate were given the choice of staying in NPPD or going to FEMA. Most chose to remain outside FEMA’s reach (Paulison and Johnson) and very few technically skilled personnel ended up transferring to FEMA. Result long term deficiencys in FEMA technical staff still exist and yes the FTE transferred as un-encumbered to FEMA from EPD were often never filled and NPPD ruthlessly transferred other than the best and the brightest. Again it appears FEMA under a freeze on hiring not yet confirmed. NPPD has important work to do to make up for much that was not done under the last administration. Hoping Mr. Beers is confirmed early and put to work. He is needed and NPPD needs all the help it can get.

Does Juliette Kayeem report to the Under Secretary for NPPD? If so that is a powerhouse tandem.

Yes, Kayyem is in charge of IGP (Intergovernmental Programs), which falls under NPPD. Should be kickass…

I am curious but are all Assistant Secretary level positions in DHS subject to confirmation? If not, what is the theory behind the differences?

No. For example, Kayyem will not have to sit for confirmation. I have no idea about the theory behind what positions are subject to confirmation.
