Just look at a lexis search of the term in the US Code and one in each state code. So comity with federal and state and local law enforcement not much of a factor on Terrorism. Because no real capabiltiy assessment system exists allowing division of labor between federal, state, and local law enforcement and intel ops this whole thing strikes me as being about bureacratic power and budgets. Who will tell the people? Note thanks to Bill Grieder of Rolling Stone in his book of that name talking about there only being one party inside the beltway. Anyways, who will tell the people that the stove-piped highly compartmentalized federal law enforcement bureacracies and the same for STATE and LOCAL means most of the money and effort is wasted on the easy jobs not the tough law enforcement jobs. And guess what despite a relative low casualty rate why no publication of totals of those killed in line of duty and those taking disability retirement in various categories and bureacracies so that metrics can be used to research what is being done? And of course as bureacrats often what is not being done is what is really important. So hoping someone will analyze what the not being done category really consists of now. Thanks goodness animal activist terrorists are being brought under control. I was really very worried about this sector of the "Criminal" population.
