With respect to the new social media and web2.0 in my ignorance I conclude it was designed to be fully interactive. Waiting to see if that is how utilized by DHS. I do know that the Leadership Blog started on Chertoff was in my opinion not a Blog. Frequent censorship of my comments and no real response to comments posted that I certainly viewed as in good faith and serious and identified problems that needed addressing. So the labels are meaningless. What is not meaningless is if as Jessica points out just new way to purvey non-information and propaganda.

Citizens Corps was created originally by Executive Order under President Bush. Subsequently authorized through various DHS appropriations acts. Now, the House Transportation and Infrastructure Committee looks like it is going to push through Stafford Act amendments and make the Citizens Corp a creature of an authorization. A worth concept and helping to overide the unfortunate legacy of the efforts that while worthwhile were rejected as somewhat meaningless under the federal civil defense program authorized by Public Law 81-920 (1951) when the US strategic doctrine was MAD (Mutual Assured Destruction)!
