Would that all government reports and documents be dated to the day and indicate whether or not it was prepared with the assistance of contractors or developed solely by federal appointees and officers and civil servants. Also would be good to know how the document was circulated for comment and who got to comment on it and what those comments were in fact. And perhaps even an index to prior versions (all) and their dates of issuance and whether or not this document or report supersedes or revokes formally all prior versions. Is this mere housekeeping or part of the sinews of the governance process?
