		<description><![CDATA[Well the President may go down in history as the one that failed to learn anything from Katrina. Note that N.J. led in its EM programs, functions, and activities by the STATE POLICE has already by-passed that minion to go with a razor sharp lawyer political operative to lead the Sandy charge.

ONE SPECIFIC indication of incompetence is that NO formal Presidential delegation of either STAFFORD ACT authority to the Secretary HUD for recovery, transfer to HUD on at least a detail basis of FEMA recovery staff [were there any?], or a directive to all 65 other recovery programs, functions, and activities outside DHS and HUD identified by GAO on June 6, 2012 has been accomplished.

The pressure for an immediate supplemental for Hurricane Sandy grows daily on the HILL even as the Republicans have decided that embarassing 
Governor Cuomo and ensuring his absence from the 2016 Presidential race will be a good thing by starving NY STATE and its local governments of money.

Well as some have stated including GAO recovery should be looked at in decades not days.]]></description>
