Recently it seems that the – ring of fire – has been rock’n and roll’n and when earthquake activity increases, the “big one” may be imminent so given all this shak’n and rattl’n, it is good to read that those in appropriate command are preparing:

“Our goal was to start pushing material closer to support bases in [the continental United States] so we’d have all the essential supplies needed in Alaska available and ready when transportation became available to move them forward,” Bruce said.

Roads and other infrastructure were severely damaged in the scenario, so planners had to find alternate ways of getting supplies to victims. Ralph Laurie, DLA’s liaison to USNORTHCOM, helped get meals stored at DLA Distribution San Joaquin, Calif., transferred to Navy vessels steaming up the West Coast toward Alaska, for example.


God Bless us all this Good Friday, 18th, 2014, our beloved Republic and our Judeo-Christian values for it is quite apparent that global stability and security is very much uncertain and as we here in Boston prepare to celebrate on the early morning hours on the Lexington Green and at the Concord bridge and of course the Boston Marathon this 21st April, may prayers will be heard in the pews as the “KGB Putinites” will soon threaten more than the Ukraine and soon in June while the “Brutes of Tehran” will soon begin to rattle their nuclear intentions – a failed US foreign policy and empty political rhetoric as to lines drawn in the sand and “costs” to Vladimir the thug who holds the Europeans in check given his energy exports and few to lead even in the EU so enslaved….until Karl-Theodor zu Guttenberg takes the reigns and then even Vladimir and the thugs in Tehran will see history repeat itself as the Germans and their fast deployment Army, their billions in weapons manufacture and distribution to its new Confederate of Middle East States shows up on everyone’s door steps and War will certainly bring much anguish to so many innocent and wonderful fellow human beings…what a shame!

The ramifications of a weakened United States of America led by this executive WH who has failed so blatantly….

….and a US Congress on both sides of the aisle so self-serving rather than honoring their oath of office and enforcing the laws and assuring those near and far that We are the Beacon of Hope, no where to be seen….how unfortunate.

Let us all invite Judge Jeanine Pirro to outline her economic and political platform for Presidency of these wonderful United States and end this Chicago – Hollywood – Washington political charade! Enough is enough!

NYPD’s Intelligence Enterprise is a “smart practice.” The impetus for this post and now a series of posts on this blog’s Friday Free Forum is a developing journal article of the above title and HLS Watch blogger E. Earhart’s question:

What if then NYPD Police Commissioner Raymond Kelly had implemented the post-9/11 NYPD Intelligence Enterprise after the 1993 World Trade Center bombing?

This blogger argues that NYPD’s Intelligence Enterprise is a homeland security antinomy unresolved. The U.S. Intelligence Community’s and especially the FBI’s intelligence activities are homeland security imperatives. So too are the intelligence activities of the NYPD.

To varying degrees, the intelligence activities of the U.S. Intelligence Community and especially the FBI and the NYPD complement each other. The degree to which they cooperate and coordinate, however, depends on both the authority of the agency and the situation(s) at hand. Homeland and hometown security can get in the way of each other.

Previous posts on this thread have chronicled NYC and the NYPD’s HLS-like activities during the American Civil War; World War I; World War II, and the Cold War. Thus far, the NYPD/NYC involved itself in protecting president-elect Abraham Lincoln from assassination; dealt with Civil War confederates and draft dodgers en masse; arrested war saboteurs during World War I; helped lead the nation’s Civil Defense efforts during World War II; and prepared for atomic/enemy attacks, pursued and apprehended a mad bomber, subversives, and terrorists during the Cold War Period.

Amongst those protesters, however, were those who would violently overthrow or otherwise interfere with our accepted forms of governance. The role of the police is clear; protect the peaceful and safe assemblage of the citizenry whilst preventing disorder.

On April 3, 1975 a bomb attributed to the Fuerzas Armadas de Liberacion Nacional (FALN) exploded, killing four people and injuring 50 others in Fraunces Tavern. Fraunces Tavern, located in the financial district, is also known as the place of General George Washington’s farewell address to his troops at the end of the American Revolution. Over 120 bombings were attributed to the FALN between 1974 and 1983 including, a wave of bombs attributed to the FALN on New Year’s Eve in 1982. The bombs exploded outside Federal courthouses in Manhattan and Brooklyn and NYPD headquarters, leaving one NYPD detective blind and two others seriously injured. On other occasions, FALN warned that bombs had been left in the Empire State building and the World Trade Center. See:

On December 29, 1975 a bomb with the equivalent force of 35 sticks of dynamite detonated in LaGuardia Airport in Elmhurst Queens, hurling shrapnel and debris. Eleven people were killed and 79 others injured. The FALN was initially suspected and later the PLO, JDL, and a Croatian Nationalist. The Black Liberation Army (BLA) was a militant splinter group of the Black Panther Party. The Department of Justice has attributed over 70 acts of violence to the organization including the targeted assassination of 13 police officers nationwide. NYPD was in the BLA’s crosshairs:

On May 19, 1971, while guarding the residence of Manhattan District Attorney Thomas Hogan, Patrolmen Thomas Curry and Nicholas Binetti were wounded by machine-gun fire.

Two days later on May 21, 1971, NYPD Patrolmen Joseph Piagentini and Waverly Jones were assassinated by at least three gunmen after responding to a bogus radio run outside the Colonial Park Houses in Upper Manhattan.

Eight months later on January 27, 1972, NYPD Patrolmen Gregory Foster and Rocco Laurie were assassinated in lower Manhattan by an unknown number of gunmen as they walked their foot posts on the Lower East Side.

The BLA claimed responsibility for the attacks. BLA members were convicted in the cases of Officers Curry and Binetti and Officers Piagentini and Jones. No one has been convicted for the murders of Patrolmen Foster and Laurie.

A serial killer terrorized NYC from July 29, 1976 to July 31, 1977. The killer, a paranoid schizophrenic named David Berkowitz, killed 6 people and wounded 7 others in at least eight shooting incidents.
Known first as the .44 caliber killer and later as the Son of Sam, Berkowitz approached late night occupants of parked cars and opened fire. As was the case of the Mad Bomber that was profiled in this blog thread, police profilers were brought in. NYPD Operation Omega Task Force detailed as many as 300 detectives to capture the serial killer. A directed search of ticketed cars in the vicinity of one of the shootings identified Berkowitz who was convicted and is currently serving six life sentences. The FALN, BLA, PLO, JDL, Croatian Nationalist, and other dissidents may have had legitimate grievances against nation states to include the United States. The manner in which the FALN, BLA, PLO, JDL, Croatian Nationalists, and other dissidents sought redress was mostly illegal and violent.

The manner in which most protesters of the period sought redress was mostly legal and is commended and celebrated.

The manner in which Berkowitz lived his life threatened public safety in no uncertain terms.

The manner in which the federal, state, and local governments and particularly the NYPD secured the homeland and their hometowns was mostly legal, but bears scrutiny and in some cases condemnation.

What is clear is that the governments of the United States must and will provide security to the best of their ability.

Washington D.C. is now clearly one of the world’s important capitals. Until about 1960 Washington slowed its activity June-September! Why? No air conditioning even in government buildings.

Now Washington may even work more in summer than winter. But hey not this year! Congress will be taking an historically long recess starting about early August and extending to well after Labor Day.

And the President’s travel schedule is ballooning after June 1st.

My analysis and hoping I am wrong is that President Obama is walking [traveling?] away from his Presidency. Hey he now knows exactly how very tough the US Presidency is in fact even as Washington decisions accelerate American decline.

Well if the 2016 Presidential campaign is HC versus Jeb one thing for sure in both heads and heart they know how tough the job of being President can bye for even the most competent.

And perhaps the very toughest part of being President is who do you bring in to help you do your job!

Washington Rumor! The dismissal of the HHS Secretary for the runout of the software system for Obamacare is the stated reason. But insiders tell me it was to eliminate the possibility KS would be on the Republican ticket in 2016 as VP!

It may be the very first time a Cabinet Secretary has been fired over a software contract, never mind that
the WH helped pick the contractor.

In DHS almost $150B has been spent on IT since DHS created. Most of this wasted and even now most of the DHS IT systems cripple or useless for their design purpose.

And in the 50 States how do HS IT systems perform?

John: Thanks for the very helpful historical overview. A question I am asking myself:

Despite the very real threats reflected in what you have identified, New York had ups and downs that — at least to me — seem more connected to a wide range of other factors than to these threats or how these threats were “resolved.” Is it possible that violent extremism is just another social “punctuation” that erupts in a variety of forms from within any large dynamic social system? Does the history of how these threats have been resolved say anything to confirm or deny this possibility? Is there any interesting, credible pattern related to how these threats have been resolved?

In our HLS Technology class we have been learning about various technologies that are used in Homeland Security to enhance our prevention, protection, and response mission’s. One technology in particular is Unmanned Aerial Systems (UAS’s). UAS’s are commonly associated with the military’s use of them in Afghanistan and Pakistan. However, due to the many advantages they offer they have become very popular for civilian purposes. Some uses include: scientific research, environmental protection, communication missions, disaster prevention and management, homeland security, and protection of critical infrastructure.

While browsing through articles last night I came across one that dealt with “criminals using unmanned drones and infrared cameras to find illegal cannabis farms and then steal from the growers” http://www.independent.co.uk/news/uk/home-news/shropshire-criminals-using-unmanned-drones-and-infrared-cameras-to-find-illegal-cannabis-farms–and-then-steal-from-the-growers-9267587.html
When I read this headline I was a little shocked to see UAS’s being used for something bad. Given that all the articles we were given to read in class have dealt with people using UAS’s for a hobby’s, research, protection and prevention, etc.

While this article is from the United Kingdom it is only a matter of time before people in the United States do this, if they have not already. This poses many problems for homeland security such as: privacy issues, gang issues, stealing from others, turf wars, etc. I’m interested to see how this all plays out.

Many of the same threats continue, albeit, different names, causes, and madmen and madwomen. The proliferation of WMD and cyber threats worsens the threat environment. NYC has been and continues to be a target-rich global city.

It seems that when one threat is dealt with another takes its place.

The anonymous Wall Street Journal author questions Mayor de Blasio and NYPD’s timing of the disbanding of the Intelligence Division’s Demographics Unit.

The author reminds us that Boston Bomber Taerlan Tsarnaev twice had violent radicalized-like outbursts that his Mosque felt did not warrant police attention.

Members of a NYPD-Demographics-like unit might have thought otherwise.

I’m not sure how provocative you meant to be when you asked “What if the Muslim Public Affairs Council had initiated the Safe Space Initiative after the 1993 WTC attack?” But I think that is a very revealing question. Because after the plot led by the Blind Sheik, how many terrorist plots in the U.S. have successfully been carried out by Muslim extremists that may have been prevented by such an initiative?

Another question regarding NYPD intelligence is it’s current form was born following 9/11, correct? NYC leaders repeatedly declared that “we can’t trust others (i.e. the feds) to protect New York City.” But as far as I can tell there is not one thing all of the current NYPD intelligence activities could have done to prevent 9/11. If that’s the case, a bit of trust is still required…

NYPD concerns are real-world scary.

Trust is a HLS imperative. Trust comes in varying degrees.

NYPD found itself unable to depend on the feds. They felt that they were left out of the intelligence cycle.

IMHO that was a fair assessment until about 2005. Much of that changed when FBI acknowledged much of the NYPD’s programs to be valid.

NYPD could have and should have two things better:

1. Included a forward looking public relations strategy in their intelligence strategy

2. Provided much better intelligence training to the Intelligence Division and the entire force.

Intelligence requires EXTREME professionalism and discretion. Every cop must know that he or she is a an intelligence resource AND a public relations officer in all that they do in addition to the thousand other things that they do.

A recent cyber security concern was the discovery of a bug that made many OpenSSL domains utilized susceptible to a keystroke logging virus. The serious vulnerability was named The Heartbleed Bug. This bug was able to steal the “information protected, under normal conditions, by the SSL/TLS encryption used to secure the Internet” (Codenomicon, 2014). Codenomicon explains how “SSL/TLS provides communication security and privacy over the Internet for applications such as web, email, instant messaging (IM) and some virtual private networks (VPNs)” (2014). If any of these users in the past two years have accessed sites that used OpenSSL, it is more than likely that the user’s computer is compromised. (National Terrorism Advisory System)

For Immediate Release, April 20, 2011

Secretary of Homeland Security Janet Napolitano announced the implementation of DHS’s National Terrorism Advisory System (NTAS)- a robust terrorism advisory system that provides timely information to the public about credible terrorist threats and replaces the former color-coded system.

In July 2009, Secretary Napolitano formed a bipartisan task force of security experts, state and local elected elected and law enforcement officals, and other key stakeholders to assess the effectiveness of the color coded system. The results of this assessment formed the basis of the new NTAS.

Since the announcement of the new NTAS on April 20, 2011, it has never been used, even in today’s “threat environment”

The initial posting by Secretary Napolitano, April 20, 2011, @ 7:10 AM is the first and only posting on the NTAS Blog.

Does DHS work better than most people credit?

Is the threat of terrorism greatly exaggerated?

Are the threats to civil society real, but not manifested predominantly in terrorism?

Does the threat of terrorism, real or otherwise, simply generate the most funding?

The greatest failure in HS since 9/11 is that DHS led by four lawyers that really never got Washington and how to develop, implement, and operate the policy and management levers in the Washington environment. Fortunately, DHS is likely to be put to rest by a Republican Congress starting in 2015!

As I have stated before HS will go on to the end of time for any nation-state. It is a core mission for a nation-state’s survival.

What’s really frightening here on “Main Street USA” is the fact that outright corruption and self-serving agenda is very much integral to this failed governing led by this Chicago-Hollywood-Washington charade and whether republican or Democrat, we are worried about the continued failings of the economy, the emergence of Germany and soon in June, Tehran when it really shows how well sanctions works and WMD becomes a reality in their bloodied hands and the same ‘ol, same ol crappy politicians emerge and America becoming ever so weak while Daniel 8:23;24 tells us that we should expect “a king of fierce countenance” who will lead an enslaved Europe to the Russians “And his power shall be mighty, but not by his own power: and he shall destroy wonderfully” enter Vladimir Putin aka the “Prince of Rosh” just what Europeans will need to bind together and with the keenness of leadership and determination, Baron Karl-Theodor zu Guttenberg will become known to many and especially Vladimir while the Will of the Americans, so broken and a nation to suffer so as a result of failing to repent and understand that a Democracy requires a strong arsenal and not Elizabeth Warren, nor Hillary Clinton who heard the 3am call and like Barry Obama, stood shoulder to shoulder in blatant lie, personal political agenda first and pledge in oath to protect our fellow Americans so indifferent to…deceitful and frightening for our Homeland Security has been so compromised and a world seeing no one held accountable for men we never leave behind at the “Benghazi Massacre” – Where’s Justice Jeanine Pirro, I ask? Justice Pirro should be called by “Main Street USA” to serve our nation!

Elizabeth Warren…really! That’s what the Democrats can muster – what crap – whether republicans or Democrats along with this Chicago city street slicker and nothing more, America, once the Beacon of Hope to so many…oh, the road ahead reminiscent of 1914; 1939 and War! This Chicago-Hollywood-Washington charade is so utterly disheartening and no wonder the “KGB Putinites” and the “Brutes of Tehran” along w/AQ all seeing the weakening of the US and to some extent, while I truly believe Putin is a KGB thug, he is passionate and committed to reestablishing the Soviet Union….

Good ‘ol Vladimir, the Prince of Rosh also has some valid points regarding Yugoslavia and the Serbs and Kosovo as the US did use its military to conquer Yugoslavia and the behest of Germany! Today, the emerging Germany controls Yugoslavia and in fact, the entire Balkan peninsula! Remember, the Germans never dropped a bomb, they had the Americans hand it over after they did the dirty work….

Manipulating the US and this weak executive WH which the world see quite clearly might see Yugoslavia as the first victim of World War III and Vladimir should stand up and give us all a serious history lesson, however it is too late anyways as Germany is manufacturing and selling billions of weapons into the Middle East in nurturing a new Confederate of Middle East States and America’s arch enemy, the Germans will be led by a brilliant individual, a Hapsburg descendent and it will be the former Defense Minister! Thanks for the reference to Heartbleed and maybe one of the experts can bring us up-to-date in an important topic.

Heartbleed is a security bug in the open-source OpenSSL cryptography library, widely used to implement the Internet’s Transport Layer Security (TLS) protocol. This vulnerability results from a missing bounds check in the handling of the Transport Layer Security (TLS) heartbeat extension,[3] the heartbeat being behind the bug’s name.[4] A fixed version of OpenSSL was released on April 7, 2014, at the same time as Heartbleed was publicly disclosed. At that time, some 17 percent (around half a million) of the Internet’s secure web servers certified by trusted authorities were believed to be vulnerable to the attack, allowing theft of the servers’ private keys and users’ session cookies and passwords.[5][6][7][8][9] The Electronic Frontier Foundation,[10] Ars Technica,[11] and Bruce Schneier[12] all deemed the Heartbleed bug “catastrophic”. Forbes cybersecurity columnist Joseph Steinberg wrote, “Some might argue that [Heartbleed] is the worst vulnerability found (at least in terms of its potential impact) since commercial traffic began to flow on the Internet.”[13]

A United Kingdom Cabinet spokesman recommended that “People should take advice on changing passwords from the websites they use… Most websites have corrected the bug and are best placed to advise what action, if any, people need to take.”[14] On the day of disclosure, the Tor Project advised anyone seeking “strong anonymity or privacy on the Internet” to “stay away from the Internet entirely for the next few days while things settle.”[15]

Heartbleed is registered in the Common Vulnerabilities and Exposures system as CVE-2014-0160.[16] The federal Canadian Cyber Incident Response Centre issued a security bulletin advising system administrators about the bug.[17]

….and let us now embark towards World War III, however Not without first the introduction of Baron Karl-Theodor zu Guttenberg!

Remember that while Putin and the “KGB Putinites” are thugs, they must not be underestimated and if one were really objective, the first victim of World War III, Yugoslavia was in fact conquered by the US military where we under the banner of NATO and used by the Germans, blasted the Serbs and Vladimir Putin is correct when he says that “We keep hearing from the United States and Western Europe that Kosovo is some special case. What makes it so special in the eyes of our colleagues? It turns out that it is in fact that the conflict in Kosovo resulted in so many human casualties” –

Again, while many of us distrust Tehran in every sense and fully understand the intent of Putin reestablishing the Soviet Union, Putin was correct when asserting US involvement in Yugoslavia was wrong and was correct in quoting an official statement by the US government made to the UN on April 17, 2009:

“Declarations of Independence may, and often do, violate domestic legislation. However, this does not make them violations of international law” —

Putin later stated, “America is led by the rule of the gun! Our western partners, led by the United States of America, prefer not to be guided by international law in their practical policies….”

…and in fact, while western nations fear Putin and are so enslaved as a result on w=Western European dependence on Russian energy supplies, if one were truly attentive, when Putin talked to the Russian Federation on 18th March, Put was clear in his statement:

“As it declared independence and decided to hold a referendum, the Supreme Council of Crimea referred to the United Nations Charter, which speaks of the right of nations to self-determination. I would like to remind you that when Ukraine seceded from the USSR it did exactly the same thing almost word for word. Ukraine used this right, yet the residents of Crimea are denied it. Why is that?”

Kindly recall, 16th March, Crimea voted to secede from the Ukraine!

The “KGB Putinites” as I refer to these thugs and Vladimir Putin who no one should underestimate as he is a brilliant strategist and certainly given the weakness of these beloved Unites States of America given the lack of experience and any real sense of global foreign policy by a US executive WH administration who has portrayed its self-serving ways and preference in conveying disunity and divisiveness and playing the race card domestically….

Putin is committed to restoring the Soviet Union in every way possible as he has always considered as a very proud Russian that “the breakup of the Soviet Union was the greatest geopolitical catastrophe of the century” and while my DoD colleagues are correct in complaining that our military budgets are being cut rather than bolstered and the US is certainly far weaker physically and spiritually since Barry Obama’s initial election and the budget deficit is now some $17.5 trillion and growing exponentially, unless the US repents and casts its vote for strong political leadership, understanding that a Democracy must have a strong arsenal to thwart so many who seek our demise, Germany and its soon to be leader, Baron Karl-Theodor zu Guttenberg will face off with Vladimir Putin and for the world, all does not bode well for the future….
