On this day in 2011 a three-day tornado outbreak began.  Over 350 tornadoes were confirmed over the US.  More than 300 were killed.  Damage was estimated at over $11 billion.

On this day in 2005 a commuter train near Osaka, Japan came off its tracks. 107 were killed and 562 others injured.

On this day in 2013 the Associated Press twitter feed was hacked and a report of a terrorist attack on the White House was distributed.

NYPD’S INTELLIGENCE ENTERPRISE: A HOMELAND SECURITY ANTINOMY UNRESOLVED

NYPD’s Intelligence Enterprise is a homeland security antinomy unresolved. The U.S. Intelligence Community’s and especially the FBI’s intelligence activities are homeland security imperatives. So too are the intelligence activities of the NYPD.

The impetus for this post and now a series of posts on this blog’s Friday Free Forum is a developing journal article of the above title and HLS Watch blogger E. Earhart’s question:

What if then NYPD Police Commissioner Raymond Kelly had implemented the post-9/11 NYPD Intelligence Enterprise after the 1993 World Trade Center bombing?

Previous posts on this thread chronicled NYC and the NYPD’s HLS-like activities during the American Civil War; World War I; World War II, and the Cold War Period. Thus far, the NYPD/NYC involved itself in protecting president-elect Abraham Lincoln from assassination; dealt with Civil War confederates and draft dodgers en masse; thwarted and arrested saboteurs during World War I; helped lead the nation’s Civil Defense efforts during World War II; and prepared for atomic/enemy attacks, pursued and apprehended subversives, terrorists including cop killing terrorists, a mad bomber and a notorious serial killer, and policed mass demonstrations during the Cold War Period.

NY-JTTF

In 1980, NYPD and FBI joined forces to create the NY Joint Terrorism Task Force (JTTF). The Task force was formulated to coordinate the counter terrorism efforts of FBI, NYPD, and other law enforcement agencies. The idea evolved from the 1979 creation of the NY-Joint Bank Robbery Task that was created to jointly combat then epidemic bank robberies in NYC. JFK AIRPORT

On May 21, 1981 a bomb exploded at the Pan American terminal at JFK. One man, a terminal worker was killed. A second device was located at a gate at the same terminal, causing an evacuation and delaying fights. The Puerto Rican Revolutionary Army, a Puerto Rican terrorist organization that insisted on independence for Puerto Rico took responsibility for the bombing. The terrorist organization was also linked to a December 1980 bombing in Penn Station in NYC. HANDSCHU

A 1971 lawsuit, Handscu et al v. Special Services Division, challenged NYPD’s investigative practices directed at political organizations absent a criminal predicate. The lawsuit, named for lead plaintiff Barbara Handschu claimed that NYPD’s Special Services Division (Intelligence) infringed plaintiff’s constitutional rights including: freedom of speech, assembly, association, protection against unlawful search and seizure, and due process. Plaintiffs included members of the Black Liberation Army, anti-war groups, gay rights activists, educational reform advocates, and civic associations.

In 1985, NYC assented to a court decree with the United States District Court for the Southern District of New York that prohibited NYPD from investigating political organizations absent a criminal predicate. US NAVY RECRUITING STATION

On April 12, 1988, Yu Kikumura, a member of the Japanese Red Army was stopped by an alert NJ State Trooper for suspicious behavior on the NJ Turnpike. The Japanese Red Army was a radical left terrorist organization that called for the overthrow of the Japanese government and imminent world revolution.
Kikumura was on his way to NYC. He had in his possession three 18-inch pipe bombs. He planned to bomb a US Navy recruiting station on 34st in Manhattan. Kikumura was convicted of interstate transportation of explosives and passport violations.

PAN AM 103

On December 21, 1988, Pan Am flight 103 departed London for NYC. A bomb planted by Libya agents exploded over Lockerbie, Scotland killing all 243 passengers and 16 crew and 11 more people on the ground.

In 1990, the President’s Commission on Aviation Security and Terrorism evaluated policy options in connection with aviation security with particular reference to Pan Am Flight 103. The commission concluded that:
(a) Stricter baggage reconciliation procedures could have stopped any unaccompanied checked baggage from boarding the flight
(b) Stricter passenger screening would have increased the likelihood of intercepting any unknowing “dupe” or saboteur from checking a bomb into the plane. The destruction of Flight 103 “may have been preventable.”

SATANIC VERSUS

On February 28, 1989 the Riverdale Press in the Bronx was bombed. The editor of the paper had written an editorial in defense of a free press in the wake of a fatwa issued by Iran’s Ayatollah Khomeni’s that called for execution of Salman Rushdie, the author of Satanic Verses. The fatwa decried the blasphemous nature of the Satanic Verses. Rushdie went into hiding. At least two translators of the book were stabbed and Rushdie’s publisher was shot and seriously wounded in 1993.

THE 80s

The Puerto Rican Revolutionary Army, the BLA, the Japanese Red Army, Libya, and the supporters of radical Islam had at least two things in common. First, they sought immediate and dramatic change of the status quo and were willing to use extralegal and violent means to accomplish their goals. Second, they believed and/or perceived that NYC played a role in their grievances and/or was the place to market their agenda to maximum effect. NYC was (is) the epicenter of world trade, finance, media, international governance, and entertainment.

In 1989, the Berlin Wall fell marking the end of the Cold War. New threats, however, would greet the 90s. Again, NYC and NYPD would be both the home front AND ground zero.

Communication is a critical component to our everyday lives. It allows us to communicate with others, travel, and run our economy, with ease on a daily basis. Communication is also very critical during a time of crisis between the public and emergency personnel. Luckily, due to progress in technology it has allowed new and easier ways for emergency personnel to disseminate information to the public. For example, it has allowed agencies and news outlets to disseminate information through social media such as Facebook, Twitter, applications, websites, etc. One of the most recent disasters these techniques were used to disseminate information to the public was for Superstorm Sandy. However, it is no secret that the older generation is less likely to use social media than the younger generations. In fact a study done by Pew Research Center “found that people 85 and over are not participating in the online technology. Only 4 in 10 people who are 65 or older use the internet” (Moeller, 2012, pg. 1). Therefore, did age influence how people received information during Superstorm?

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), through its regional offices in Atlanta, Chicago, Kansas City, Philadelphia and Denton, Texas, is monitoring a large-scale storm system moving across the western U.S. into the Great Plains which will potentially cause a multi-day severe weather outbreak this weekend and into early next week. Residents in potentially affected areas should take the time now to ensure they are prepared for severe weather.

FEMA is in close contact with the National Weather Service, which is forecasting the development of severe thunderstorms across the central and southern Great Plains this weekend and into the Mississippi Valley and mid-South early next week, with the potential for hail, damaging winds and tornadoes, as the system progresses eastward. U.S., EU to Impose New Sanctions on Russia Over Ukraine

President Barack Obama announced additional sanctions against Russian individuals and entities on Monday, after pro-Russian activists seized new buildings in eastern Ukraine and paraded captive members of a European military observer mission before a press conference in Slovyansk. “The sanctions build on the ones that were already in place. We’re moving forward with expanded list of individuals,” Obama said on the final leg of his Asia swing.

The sanctions, to be detailed later today, were widely anticipated and will likely target individuals with close ties to Russian President Vladimir Putin. The European Union is also expected to announce additional sanctions on Monday.

Meanwhile, the mayor of Kharkiv, Ukraine’s second largest city, was reportedly shot in the back and is undergoing surgery. The circumstances surrounding the shooting remain unclear, but the mayor, Hennady Kernes, initially opposed the Euromaidan protests but has since largely fallen in line with the government in Kiev.

Egypt: An Egyptian court on Monday handed down death sentences to Mohamed Badie, the general guide of the Muslim Brotherhood, and 682 other supporters of the organization. Badie had been charged with inciting violence following the military’s ouster last July of President Mohamed Morsi, who also awaits trial on numerous charges.

Benghazi emails suggest White House aide involved in prepping Rice for ‘video’ explanation

Newly released emails on the Benghazi terror attack suggest a senior White House aide played a central role in preparing former U.N. ambassador Susan Rice for her controversial Sunday show appearances — where she wrongly blamed protests over an Internet video.

More than 100 pages of documents were released to the conservative watchdog group Judicial Watch as part of a Freedom of Information Act lawsuit. Among them was a Sept. 14, 2012, email from Ben Rhodes, an assistant to the president and deputy national security adviser for strategic communications.

The Rhodes email, with the subject line: “RE: PREP Call with Susan: Saturday at 4:00 pm ET,” was sent to a dozen members of the administration’s inner circle, including key members of the White House communications team such as Press Secretary Jay Carney.

In the email, Rhodes specifically draws attention to the anti-Islam Internet video, without distinguishing whether the Benghazi attack was different from protests elsewhere.

The email lists the following two goals, among others:

“To underscore that these protests are rooted in an Internet video, and not a broader failure of policy.”

“To reinforce the President and Administration’s strength and steadiness in dealing with difficult challenges.”

The email goes on to state that the U.S. government rejected the message of the Internet video. “We find it disgusting and reprehensible. But there is absolutely no justification at all for responding to this movie with violence,” the email stated.

Judicial Watch President Tom Fitton said the documents read like a PR strategy, not an effort to provide the best available intelligence to the American people.

“The goal of the White House was to do one thing primarily, which was to make the president look good. Blame it on the video and not [the] president’s policies,” he said.

The Rhodes email was not part of the 100 pages of emails released by the administration last May — after Republicans refused to move forward with the confirmation of John Brennan as CIA director until the so-called “talking points” emails were made public.

The email is also significant because in congressional testimony in early April, former deputy CIA director Michael Morell told lawmakers it was Rice, in her Sunday show appearances, who linked the video to the Benghazi attack. Morell said the video was not part of the CIA analysis.

“My reaction was two-fold,” Morell told members of the House Intelligence Committee, regarding her appearances. “One was that what she said about the attacks evolving spontaneously from a protest was exactly what the talking points said, and it was exactly what the intelligence community analysts believed. When she talked about the video, my reaction was, that’s not something that the analysts have attributed this attack to.”

Incidentally, three leading Republicans on Monday night sent letters to the House and Senate foreign affairs committees asking them to compel the administration to explain who briefed Rice in advance of the Sunday talk shows and whether State Department or White House personnel were involved.

“How could former Ambassador to the United Nations Susan Rice, during the five Sunday talk shows on September 16, 2012, claim that the attacks on our compounds were caused by a hateful video when Mr. Morell testified that the CIA never mentioned the video as a causal factor,” said the letter, from Sens. Lindsey Graham, of South Carolina; Kelly Ayotte, of New Hampshire; and John McCain, of Arizona.

The Sept. 14 Rhodes email does not indicate whether there was a “prep call” for Rice, as it suggests. If the call went ahead, it does not indicate who briefed her. Fox News has asked the White House if Rhodes prepped Rice for the Sunday shows, and, if he didn’t, who did — as well as what intelligence Rhodes relied upon.

The newly released emails also show that on Sept. 27, 2012 a Fox News report — titled “US officials knew Libya attack was terrorism within 24 hours, sources confirm” — was circulated at the most senior levels of the administration. This included going to then-deputy national security adviser Denis McDonough; then-White House counterterrorism adviser John Brennan; Morell; and Rhodes, among others, but the comments were redacted, citing “personal privacy information.”
