Emergency Preparedness: Opportunities Exist to Strengthen Interagency Assessments and Accountability for Closing Capability Gaps
GAO-15-20: Published: Dec 4, 2014. Publicly Released: Dec 19, 2014.
December 20, 2014 @ 1:26 am
The just publically released GAO report reveals FEMA neither knows or cares if other key departments and agencies can perform their roles for assigned tasks in fast-breaking natural disasters or man-made events. And FEMA has issued no guidance pursuant to PP-8 to OFAs.
And after revealing the king has no clothes GAO accepts FEMA’s claim that it has no legal authority when acting on behalf of the President to direct federal disaster activities.
Again FEMA too low in the bureaucratic food chain and the VP and his or her office should be the nation’s principal EMERGENCY MANAGER!
And who knew the NSC had issued a report critiquing FEMA’s role in Storm Sandy. Can anyone find a link?

A world desperate for real leadership….with resulting lawlessness and tyrants seeking to impose their agenda and dismiss our Judeo-Christian values, our Constitution and an American which has held Hope for so, so many….an America today, void in any real leadership and so unfortunate s a result of the west’s appetite for pornography and “selfies” – a lack of discipline, now some $18 trillion in deficit, the Chicago Black community where youth are in plea for help and the “civil rights ambulance chasers” like Barry Obama and his illustrious AG, their pals, The Rev Wright and good ‘ol Al, con men at best seeking monies from Sony to be placed inside the company, all about their agenda and Not the precious Black Youth of Chicago, no, just some youth and a lawless criminal in Ferguson and documented so by video which many attempted to suppress from the viewers and who stole at a local store, intimidated a clerk and then with arrogant gait impeded traffic and then attacked a police officer reaching for his gun and like in Cambridge (MA), a White House et al seizing on the opportunity to promote and use the race card when in fact, all witnesses , not one witness a White American, not one….Who gives a damn about the high unemployment rate in Chicago’s Black community and the loss every weekend of Black youth, all the result of the lack in family values and a White House who promotes late term abortions and has not a “dime’s worth of time” for the youth of Chicago because the race card cannot be played and the agenda from the WH et al, to weaken and divide our nation just as it has given the propionate responses we see from the White House in hosting beer parties, so condescending to our police officers who daily throughout the nation respond to 911 calls, please for help no matter the pigment of skin! How dare you?
The unwillingness to repent and follow God’s rules, not man’s corrupt ways, We here in the greatest nation and most charitable people who are divided by the likes of Bill Ayers, Barry Obama and others, anti-cops, anti-Americans as some in the media perceive these folks and have reported so, individuals willing in their ways to coerce and promote their agenda in manipulating, unscrupulous in their ways and an economy weakened so and tenuous that the bubble will burst and we are so, so unprepared….
The Chinese are at a tipping point and while the US markets can be so easily manipulated and are truly false indicators of the health of this nation with food banks unable to keep their shelves filled, the shirtless “Putin” soon to continue his agenda in reestablishing his dear homeland to soon pounce on his next victim seeing the weakness in a socialist at the helm of the US military and the DoD unwilling to take over the reigns as it has done with other White Houses with the Pentagon making decisions, not some Chicago city street slicker who was voted into office by the way by a White majority (twice) and who reaches to North Korea and takes them off the list of terrorists, the same aligned with Tehran and both seeking our demise and we are negotiating or are we with Tehran who by the way the Rev Wright and Barry believe “deep down in their bones” that as long as the “Zionists” as the Rev Wright talks about the Israelis, as long as the “Zionists” have WMD in hand, why Not Tehran!
….and far worse than some Sony motion picture studio and the hypocrites such as Oprah who talk about whatever is said inside is ok now, but she was one of the first to speak out against the sports franchise owner who made comment in his own home and was forced to sell his team! What a bunch of hypocrites….How dare you?
I have said repeatedly that we are unprepared for much of any disaster and certainly a “dirty bomb” and other, however what troubles so many here on “Main Street USA” is the fact that Barry Obama holds a year end news conference and instead of a press corp asking questions at random on behalf of American citizens as real journalists, the media “charade” continues….
….a list of folks in the press corps with prepared questions and the President referencing his list as those naughty and nice, but really, a bunch of loyal women to Barry willing to play along with this game which will soon bring War and much anguish to so, so many globally and this ‘Chicago-Hollywood-Washington charade” is allowed to play out –
Thank God for the folks in the NSA and our intel community who will not allow this Chicago city street slicker to give our entire country away to those Barry Obama supports, the Muslim Brotherhood, Castro, Tehran where he has allowed this continuation of supposed discussions affording tehran the time it needs to build not one, but many launchers and WMDs and a WH so filled with hatred towards the Israeli who are our allies and friends and far more if one read the Bible rather than the Qur’an at Barry Obama’s night stand!
The days ahead will have much adverse impact of the good people who are Muslims, Christians and Hindus and others, people with family values who are seeking a better world, though thwarted by such folks in leadership roles, tyrants in their demeanor….
God Bless us all! the road ahead, arduous and eventually much anguish for so many whether Christian, Muslim or Hindu, fellow human beings seeking only to live with their choice and not to impose on another, just families choosing their faith and peace and family….

DEVELOPING: Two New York City police officer were shot and killed Saturday after they were shot by a gunman as they sat inside a patrol car.
The attack took place in Brooklyn at around 3 p.m., the New York Daily News reported.
“The perp came out of the houses, walked up behind the car and lit them up,” a high-ranking police official told the Daily News.
An NYPD spokesman confirmed to Fox News that two officers were shot in the incident and were immediately moved to a nearby hospital. Police later told The Associated Press that both officers died from their injuries..
The New York Post reported that both officers were shot in the head at point-blank range.
“It’s an execution,” one law enforcement source told The Post.
The gunman just started “pumping bullets” into the patrol car, another source said.
The suspect then fled to a nearby subway station before he shot and killed himself.
The shooting comes at a time when police in New York and nationwide have been criticized by some over the circumstances surrounding the chokehold death of Eric Garner, a black man who was stopped by police for selling loose, untaxed cigarettes.
Demonstrators around the country have protests since a grand jury decided on Dec. 3 not to indict the officer involved in Garner’s death, a decision that closely followed a Missouri grand jury’s decision not to indict a Officer Darren Wilson in the fatal shooting of 18-year-old Michael Brown.
Several New York officers were assaulted during demonstrations, including one that drew thousands to the Brooklyn Bridge.
The president of the police officers union, Patrick Lynch, and Mayor Bill de Blasio have been locked in a public battle over treatment of officers following the decision not to indict the officer in Garner’s death. Just days ago, Lynch suggesting police officers sign a petition that demanded the mayor not attend their funerals should they die on the job.
The last shooting death of an NYPD officer came in December 2011, when 22-year veteran Peter Figoski responded to a report of a break-in at a Brooklyn apartment. He was shot in the face and killed by one of the suspects hiding in a side room when officers arrived. The triggerman, Lamont Pride, was convicted of murder and sentenced in 2013 to 45 years to life in prison.
The Associated Press contributed to this report.

Where is the White House response – four hours later – I recall the White House in expedient response to a local Cambridge Police Department and t ferguson and so forth!
This outright assassination of two of this nation’s best, members of the NYPD is a direct result of this ongoing divisiveness spewed by a lawless White House and AG who has made every gesture to divide than unify a community where We all here on “Main Street USA” Respect and care for one another and are proud of our individuality as well as commitment together to one another and see no bias, ni pigment of skin, but rather fellow human beings….
God Bless these two wonderful police officers and their commitment to the community….and to their families and to the NYPD, sincerest condolences….it is so hard to fathom that such individuals walk among us who commit such dastardly acts….
God Bless us all!

Police Officer Rafael Ramos and Police Officer Wenjian Liu were shot and killed from ambush while sitting in their patrol car at the intersection of Myrtle Avenue and Thompkins Avenue in Bedford-Stuyvesant.
Both officers were participating in an anti-terrorism drill when a subject walked up their patrol car and opened fire with a handgun, striking them both in the head and upper body multiple times. Other officers immediately pursued the the subject into a nearby subway station where the man committed suicide.
The subject was a gang member from Baltimore, Maryland, who had traveled to New York City specifically to ambush police officers. The man had published his intentions on social media prior to the shooting.
Officer Ramos had served with the New York City Police Department for two years.

….an interesting article:
Last week I faced a tough decision.
I was chosen to receive an award by the Iranian Women’s Organization, but found out the gala would be held at the Beverly Hills Hotel. The hotel is the same one that came under scrutiny over the past year as its owner, the Sultan of Brunei, imposed strict Shariah, or Islamic Law, on his people.
I wholeheartedly wanted to accept the award, which ironically was for “enhancing the image of women,” but felt conflicted about going into the hotel, after spending so many years covering the brutal application of Shariah law in different parts of the world.
How could I accept such an honor in the Sultan’s ballroom knowing that while we would be sipping champagne, women in Brunei still risked getting stoned to death?
I could have backed out and boycotted the hotel, as many others have, some silently and others from the picket lines. But accepting the award would present me with a unique opportunity to walk along the iconic red carpet at its entrance and to condemn Shariah law from inside the hotel.
And that is ultimately what I chose to do.
How could I accept such an honor in the Sultan’s ballroom knowing that while we would be sipping champagne, women in Brunei still risked getting stoned to death?
In my acceptance speech, I called out the Sultan, Shariah law and any other dictators or extremist groups trying to suppress and deny human rights to others. Some of the attendees knew about the boycott. Others were hearing it for the first time. But all stood up and applauded in support.
Here is an excerpt:
“As parents in Africa struggle with whether to send their young daughters to school for fear that they should be kidnapped or raped; As women in Iran bravely took off their hijabs to pose for pictures on Facebook to then get acid thrown in their faces; As the women of Egypt took to Tahrir Square to show the world that they no longer accept a male-dominated society and were then told to go back to the kitchen; As the women of Saudi Arabia fight to do nothing more than drive and go out alone; And let’s not forget that as we sit here in this hotel owned by the Sultan of Brunei, only months ago protests and boycotts led by celebrities such as Jay Leno and Ellen DeGeneres reminded us that while there’s an argument to be made about supporting the employees and local economy of the hotel, we cannot and will not forget the citizens of that country or any others where Shariah law has been implemented, stripping its citizens of basic human rights.”
Some call it courage. I disagree. What I did at the hotel was fulfill my responsibility as a journalist, as a woman, as someone who has the platform and freedom to educate and raise awareness.
As the child of parents who left Iran before the Islamic Revolution never to return, I grew up sharply aware of the opportunities available to me in this country, particularly as a female.
I would watch in horror as the mullahs transformed the land my parents called home, ruthlessly stripping Iranians of basic rights, all in the name of their brand of Islam. Listening intently at the dinner table to family members discussing the political and social developments in Iran, I knew from a very young age I was blessed to live in America.
ISIS, Brunei, the Iranian regime… their victims have one thing in common: they’re human. It is now more crucial than ever to use pen or protest to keep these stories in the media and public spotlight.
The women of the Iranian Women’s Organization said they were not aware of the hotel’s ownership or the recent public criticism, but they have already said that they are looking for a new venue for next year’s gala.

as a follow up, apparently in studying ancient Persia, women were in fact wearing the pants as we read:
“Recent works on the role of women in ancient Persia show great participation by women in all facets of life, indicating not only their autonomy and independence, but the existence of an equal social system which accepted the authority and independence of women. The fortification tablets at the Ruins of Persepolis also reveals that men and women were represented in identical professions and that they received equal payments as skilled laborers and that gender was not a criterion at all (unlike our modern world). New mothers and pregnant women even received wages far above those of their male co-workers as gratitude.”
